The Department of Tourism Licensing & Quality Assurance aims to facilitate the licensing procedures and implement the quality in the early stages of operation and control processes.

One of the most important steps of the effectiveness of the procedure is to provide communication with the benefits of the service to ensure speed, accuracy and performance, in addition, to provide an attractive environment for investors, and to achieve goals required by the Authority.

Tourism standards & Quality Assurance manages the licensing and classification of the tourism industry of Ras Al Khaimah including but not inclusive to the:

Tourism activities:

Hotels,  resorts, hotel apartments, holiday homes, guest houses, motels, floating hotels, hotel establishment managements, travel and tourism offices, tourist restaurants, floating restaurants,  running marine tourist voyages, excursion boats and ships renting,  mountain adventures and tourist guide services.

Tourism permits:

Counters or kiosks, event and entertainment permits, artist permits, massage and relaxation permits inside hotel, water games permits inside hotels, night clubs and tourist camps.

Special activities:

Wholesale or retail sale of alcoholic drinks trading and providing alcoholic beverages.


Quality Assurance

The Quality Assessment Program provides extremely useful information to consumers and visitors about the quality of accommodations currently available in Ras Al Khaimah. The program also regulates the accommodation and tourism industry in Ras Al Khaimah. The information obtained and provided, creates awareness about the different levels of facilities and services on offer.

Legislation is a vital element and essential to ensure the effective running of the tourism sector in the emirate.

To this end, RAKTDA is fully authorized and is empowered by Ras Al Khaimah Government, to issue any rules, regulations, instructions, advice, circulars and legislations, relevant to all tourism establishments and entertainment outlets.

Hotel Classification

In order to operate as a Hotel Establishment in the Emirate of Ras Al Khaimah, the property is required by law to meet the Classification Standards set by Ras Al Khaimah Tourism Development Authority. However, this standard does not supersede the standards and laws set by other official Government Entities in the Emirate of Ras Al Khaimah.

Hotel Establishment ratings are used to classify hotels according to their quality. The ratings and any associated definitions, are to inform travelers on the level of facilities that can be expected from the property in question. We consider a whole range of hotel e establishment elements and services in the classification and rating criteria.

A vital aspect of enhancing tourism in Ras Al Khaimah is to strengthen knowledge and skills of tour guides. Initiated in 2012, our training courses cover topics such as history, culture, heritage and attractions. Our extensive training course also includes coaching hotel concierges to enhance their knowledge on the destination, enabling them to provide excellent customer service.

The Ras Al Khaimah Tourism Development Authority (RAKTDA) wants to promote and facilitate investments in the development of Ras al Khaimah’s tourism sector, to elevate its standing as a destination of choice. We have created a seamless two-step process by which you can engage with RAKTDA without leaving your office. To start the process, follow the steps below.

Step 1: Complete the investment form including all necessary information. This form helps us collect specific details behind your idea, so we can better understand your proposition.

Step 2: RAKTDA will carry out a preliminary review to assess the tourism alignment, as well as the commercial and financial strength of the proposition. Then a representative will contact you to schedule a meeting – face to face or virtually – to gather additional information about the project, as necessary.

Rest assured that all information provided is secure and held with the highest levels of confidentiality. As part of our transparent process we, on occasion, may decline a proposal. An example of a declined proposal is if no aspect of the proposal is related to the tourism industry or if it requires support outside our jurisdiction. In this case, we will advise you on how to improve your proposition or direct it to another party with potential interest.


The United Arab Emirates introduced a Value Added Tax (VAT) on 1 January 2018 at a rate of 5 per cent.

For your reference, the procedures for compliance with VAT are set out in the Federal Decree-Law No 8 of 2017 on Value Added Tax (VAT Decree-Law) and the Cabinet Decision No 52 of 2017 on the Executive Regulations of the Federal Decree-Law No (8) of 2017 on Value Added Tax (Executive Regulations).

Any tax invoice we receive after 1 January 2018 should be compliant with these requirements, specifically article 59 of the executive regulations. Any tax invoice that does not meet the requirements of these regulations cannot be accepted.

  • Issuance of a new tourism license/permit
  • Renewal of tourism license/permit
  • amendment of a tourism license/permit (i.e. Transfer of premises, adding activity. etc.)
  • Cancellation of a tourism license/permit.
